Systems owners may establish a Social Enterprise for Recovery Support Functions during the outbreak. Social Enterprise deals with disparity invisible entities parallel with system improvement. Enterprise contributes solutions from a general perspective; however, module complexity would be sustained in the system framework. Enterprise missions can be achieved when economic policies are performed in a system environment. Complexity may remain in the module, converting it into a new feature. Social Enterprise leaves new invisible entities in the system environments. The controller can hardly focus on the source of issues and motives beyond system complexity. Instead, shift attention away from module complexity and focus on a fundraising program and investment in enterprise performances.
